A new upstream version would be downloaded and verified in a different way and is unlikely to be released in the near future, so for now just remove the "source" target altogether. The ProteanOS package archive has a copy of the bzip2 1.0.6 sources archive, so this target isn't really necessary even if upstream vanishes completely.
