tzdb (2019a-1) trunk

  * New upstream release.
  * tzcode and tzdata source packages are now merged into tzdb.
  * Update Maintainer.
  * tzcode: Remove.
  * tzcode-common: Remove.
  * tzdata-factory: Remove and merge into tzdata.
  * tzdata: Make the Factory zone the default localtime.
  * tzdata: Install the America/New_York zone (previously in
    tzdata-northamerica) and use it for POSIX TZ rules.
  * tzdata: Move Etc/UTC and its links into tzdata-etcetera where they belong.
  * tzdata: Move *.tab files into tzselect (the package that uses them) and
    replace zone.tab with zone1970.tab.
  * tzdata: Remove the /usr/share/zoneinfo/posix link.
  * tzselect, zdump: Install executables in /usr/bin.
  * tzcode-doc: Install /usr/share/man/man5/tzfile.5.
  * zdump, zic: Use automatic shared library dependencies.
