Revert "TODO: Always arch-qualify docs paths"
This reverts commit 103574294b74bdf1493b0eca37361867f62b0e82.
Actually, arch-qualified docs paths have nothing to do with binary
rebuilds. They're only needed for coinstallable packages, rebuilt or
not.
