  * New upstream version.
  * Update to SPF 2.0.
  * Refactor build makefile.
  * Use multiarch library directories.

  * Provide source package documentation in libc.6.
  * Don't install manual (SIP compliance).
  * Add a debug package.
  * Don't install time zone utilities with libc-bin.  These are now provided by
    tzcode.
