eglibc (2.18~r25089+sip1-1) trunk

  * New upstream version.
  * Update to SPF 2.0.
  * Refactor build makefile.

  * Don't install manual (SIP compliance).
  * Add a debug package.
  * Don't install time zone utilities with libc-bin.  These are now provided by
    tzcode.
