Remove "Service Run Control" spec hyperlink.
We have yet to decide if we're going to specify and implement our own
"Comment Conventions" and boot sequencing tool or adhere to the Linux
Standard Base "System Initialization" chapter and use Werner Fink's and
SuSE's "insserv" program.
